Re-vendor encoding_rs test data
This fixes a test (`helix_view::document::gb18030_decode`) since encoding_rs updated its gb18030 encoding to match GB18030-2022 (was GB18030-2005). The newly vendored files update the license line and I've included the referenced license in the `encoding/` directory.master
